2010.11.17: world health officials consider new tobacco control measures_ Lily of the Valley

November 25, 2010
This is the the VOA Special English Health Report. Delegates from around the world are meeting this week in Uruguay to consider new ways to the control tobacco. A World Health Organization for treaty treaty. Treaty extradition. Treaty called the Framework, Convention on Tobacco Control took effect five years ago. More than one hundred seventy governments have signed it. The treaty requires a number of efforts – like raising tobacco prices, restricting advertising and banning sales to children. (SOUND) These high school students recently protested against tobacco companies at a trade show in Jakarta. Indonesia has not signed the international treaty. But its Health Ministry proposes to ban all forms of cigarette advertising. An official at the Indonesian Tobacco Alliance says his trade group agrees with banning all activities to promote cigarettes to the young. But he says tobacco companies should be able to market their products to adults, just like any other legal product. Tobacco growers are also concerned about several measures proposed at this week meeting in Uruguay. One would ban additives traditionally used with “burley” tobacco. This kind of tobacco is grown extensively in Africa and used extensively in American-style cigarettes that are popular worldwide. Antismoking groups say the proposal is aimed against flavorings like chocolate, licorice and sugar. The director of the Tanzania Tobacco Control Forum points out that several American brands still use burley tobacco but without additives. But economists at NKC, a South African research group, say the guidelines would affect the lives of millions of Africans who depend on tobacco farming. The report says nearly four million people in Mozambique, Uganda, Zambia and Zimbabwe would be most seriously affected. Since June, the United States has banned cigarette companies from using misleading terms like “light,” “mild” and “low tar.” Last week, federal health officials announced new actions to control tobacco. These include proposals to require larger health warnings on cigarette packages and advertisements. Officials also want to require new “graphic health warnings” within two years. Proposals include a picture of a woman blowing smoke in a baby face, and an image of diseased lungs next to healthy lungs. You can find a link to all of the proposed images at voaspecialenglish.com. Tobacco the tax o create 3.2b shortfall

October 21, 2010
The federal government is huffing and puffing over Malcolm Turnbull proposal to increase taxes on cigarettes, claiming it will blow a 3.2 billion hole in the bottom line. Prime Minister Kevin Rudd and Treasurer Wayne Swan on Monday said the opposition leader suggested 12.5 per cent boost to tobacco tax would raise 3.2 billion less over 10 years than means testing the health insurance rebate. The coalition has vowed to block Labor changes to the rebate in the Senate, offering the tobacco the tax as an alternative way of raising 1.9 billion over four years. But the Labor ugg ブ ー ツ through trafficking says the Treasury analysis shows over a decade the two measures would not be a “the direct the swap”, as the Health Minister by Nicola Roxon put it. Mr. Rudd, said the opposition focus on debt was now in question. “It means that when it comes to the Liberal scare campaign on debt and deficit, it just doesn add up,” he said. “They are now adding 3.2 billion to debt and deficit. “Mr Swan said means testing the private health insurance rebate created ugg shock room in. the budget for supporting pensioners and vital nation-building infrastructure projects.” It brings us savings that increase over time, (but) Malcolm, Turnbull, proposal in terms of the tobacco tax doesn do that, “he told ABC Radio.” There a very big hole, something like a 3 billion hole, in that proposal from Malcolm Turnbull. “However, the opposition says Labor is being disingenuous by asking Treasury to” spin out “costings on the coalition proposed cigarette tax hike. Mr Turnbull said Treasury figures proved he was right over four years.” The tobacco tax increase will generate exactly what I said it would over the next four years – 1.9 billion, “he said. “Now if many, many more people give up smoking and the tobacco tax generates less income than anticipated, five, six, seven, eight, nine years in the future, I say that a terrific problem to have, because we l have a healthier Australia. “the Senior Liberal Eric Abetz said forecasts beyond 2014 were likely to be inaccurate.” With great respect to the Treasury ugg pseudo-objects, and this government, they do not get the figures right from week to week, month to month let alone trying to spin it out past five years, “Senator Abetz told ABC Television.” This is a desperate attempt by Wayne Swan to damage our economic credibility … it disingenuous. “Apart from facing a 3.2 billion” hole “, the coalition also has to deal with Treasury modelling showing just 0.3 per cent of current members will abandon their health cover as a result of the rebate changes contained in last week budget. The modelling suggests only 22,000 Angel sports industry and supplementary feeding of sport people will cut and run . Ms Roxon on Monday said it was increasingly clear the opposition was “crying wolf” over Labor plan to means-test singles earning more than 74,000 and families on more than 150,000.

In fact, the purpose of reading is to get the whole sentence, the entire paragraph, and the whole chapter thinking, rather than individual isolated meaning of the terms. Three adult English exam in reading, examine the ability of overall grasp IN candidates paragraph central idea, as long as access to reading materials, and then use their own words to the statement, one or two words do not have any serious problem .
huge vocabulary is the basis of high-quality reading. But when the encounter a new word dictionary is not reality, then we may wish to use context to infer. Existing vocabulary together with a strong ability of the word to help the reading speed and reading ability.

2.

Appositive Semantics, the study of the meaning of words., Is necessary if you are to speak and read intelligently.
this case a comma phrase meaning “research subjects,” the word meaning. The phrase, and in front of words with semantics style relationship, so we can easily guess the semantics refers to the “semantics”. Turn self-Yi network www.studyez.com
3. For example
such as: The consequences of epochal events such as wars and great scientific discoveries are not confined to a small geographical area as they were in the past.
sentence “war” and “a major scientific discovery” is an instance of the words, through them, we can guess the the epochal roughly meaning “important”, its exact meaning of “epoch-making” very close.
4.
According to the contrast between cases: Green loves to talk, and his brothers are similarly loquacious.
the sentence adverb similarly show that the phrase loves to talk with words loquacious. In order to infer the the loquacious meaning as “talkative”. The words and phrases to express comparative relations similarly, like, just as, also, etc..
5. According to the analogy of the relationship between
cases: Fuel is to cars what food is to men.
sentence analogy between, we know that the fuel for the car like the food is so important, thus we know that the fuel should be the “fuel” means.
6. According to the the synonym alternative
Doctors believe that smoking cigarettes is detrimental to your health. They also regard drinking as harmful.
sentence detrimental four words, but to determine the harmful alternative detrimental, it is not difficult to infer its meaning as “adverse, harmful.
7. Sometimes also be based on general knowledge / life experiences to guess the meaning
eg: In the strong wind, the beggar shivered with the terrible cold. In this sentence, according to common sense, we can guess “shivered” “fight to shake.
eg: Garlic is not as mild as its cousins, the onion and the leek. It has one of the strongest flavors known to man.
in the sentence, if you do not understand the “garlic”, with your common sense, you can guess it is a very strong taste of food.
8. Also be based on word-shaped construct Guessing
More recently, scientists have documented an alarmingly high occurrence of frogs with malformations.
form roots, formation in the form of the mal-: word formation prefixes can be “bad, evil, bad” and also said “No, not normal, inappropriate, illegal.”
malformation means should be “abnormal.” more examples such as: malnutrition: malnutrition; malconduct: (public officials) to misbehave; maladjustive: caused by disorders; adverse regulation.
Of course, in order to achieve this, we must master the English language the meaning of commonly used prefixes, suffixes and roots.

They have created islands 4 a city where Spanish is spoken, native foods are 5, Latin music is heard and other elements of the island life 6 are evident. The cultural7 of the barrio ([Cultural Notes] Spain, with residents of neighborhoods) keeps many of Puerto Ricans from leaving even when they can find better housing elsewhere. and this 8 the process of assimilation. 9, Puerto Ricans ate a short plane trip from their homeland. There is a constant twoway 10 between this country and the island that disrupts the assimilation 11. And with the trend toward ethnic 12 and cultural pluralism, pride in Puerto Rican cultural roots has been strengthened.
